Virtual learning environments include both small single-purpose tools (e.g., GoogleDocs and wikispaces) and collaborative virtual learning environments (e.g., Blackboard, Moodle, Schoology, Edmodo) [ 7] . These tools facilitate synchronous and asynchronous e-learning. The present study purports to explore the effectiveness of e-learning environment, i.e. Blackboard that is considered to make effective contributions to quality teaching and learning as well as find out those aspects that might appear as barriers to quality teaching and learning. Effective implementation of Blackboard must address a number of barriers, including institutional culture, pedagogical and technical support, teacher’s familiarity with technology and pedagogical content knowledge, students’ technical knowledge, and resources [ 7] .
A critical evaluation of Blackboard system literature reveals a good number of academic views, studies, theories, models and experiences regarding the virtual learning environment. The extant literature shows that the world of information management is always in flux as it is being impacted on by the learning technology such as blackboard system.
In another study, it was revealed that learning activities and instructional strategies play a key role in teaching the necessary skills that in turn, encourage students to positively utilise the online learning. Thus, teachers have a role to play in the greater utilisation of Blackboard by the students.

According to Product and Users, the LMS market is expected to experience a growth of 23.17% between 2017 and 2018 [ 52] .
If students don’t complete quizzes or submit assignments for a course, they have lower grades than those who do so. This was not a surprising finding. What was surprising to me is that this wasn’t the strongest predictor of a student’s grade.
The most consistent predictor of student achievement was how frequently a student looked at their grades; this surprised me given that other tools (like assessments) directly and tangibly influence a student’s grade. This is an independent behavioral measure and yet is a very strong predictor.
Taken as a whole, Course Content is the Blackboard Learn tool in which students spend the most time. The relationship between time spent accessing content and grade are very clear between no use and some use; however, after initial access there is a very small increase for additional access. An interesting result was that after the median, additional access is related to a decline in student grade; students spending more than the average amount of time actually have less likelihood of achieving a higher grade!
Students who never access their grades are more likely to fail than students who access them at least once. There is a direct relationship at every quartile of use – and at the risk of spoiling results for the other tools, this is the only tool for which this direct trend exists.

As far as the instructor side is concerned, Roger Mellen, professor emeritus at NMSU, said Canvas was easy to navigate but still has a learning curve. “I have used at least three LMS systems, and they are all similar, with some strengths and weaknesses,” Mellen said.
UNM will be joining six other New Mexico-based colleges that use Canvas. “It was painful to have (Blackboard) be another barrier for people to have to jump over in order to engage with their courses,” Pamela Cheek, associate provost for student success, said.
Blake Moesley, a third-year student at New Mexico State University that uses Canvas regularly, said the program offers her an easy and simple way to connect with her fellow students and professors. “It’s easy to navigate, communicate and view assignments (that are due),” Moesley said.
The contract between Moodle and Blackboard was set to renew automatically on June 30. According to Phill Miller, Blackboard’s chief learning and innovation officer, and Kathy Vieira, its chief portfolio officer, the company sent Moodle a notice of nonrenewal prior to the automatic renewal date.
The partnership has appeared an odd fit from the start, according to observers both inside and outside the two companies. Moodle launched in 2002 as a free, open-source alternative to Blackboard’s expensive but dominant proprietary software.
That said, Moodle is now focused on developing new products like Moodle Net, a social network for educa tors that offers professional development and knowledge-sharing opportunities, and Moodle’s mobile app, which now allows students to download content and use it off-line.
The end of the partnership means Blackboard can longer use the Moodle name in any of its products or advertising materials -- but Blackboard's Moodlerooms product will continue to exist, and its infrastructure will continue to be owned by Blackboard.
Moodle announced in a news releaseFriday that it had opted to cancel its partnership with Blackboard. Blackboard followed up a few hours later with a statementasserting that it had initiated the cancellation. The story, according to executives at both companies, is slightly more complicated, and still murky.

This release includes a new theme that provides a more modern look and feel. Most importantly, the Bb Learn 2016 theme significantly increases the responsiveness of the interface for small devices. The theme also incorporates elements from the new Blackboard design language including color, fonts, and spacing, for greater consistency between Blackboard Learn, Collaborate Ultra, and the Blackboard app. This theme was also previously made available in Q2 2016 CU1.
Facilitation privileges have been long requested functionality in Blackboard Learn and we're pleased to include it in Q2 2019. For institutions that centrally manage course development and settings as distinct responsibilities from day-to-day teaching tasks, the course role permissions are more granular in this release. The privileges enable roles that can teach, engage, and grade, but not to modify materials or settings. There is also a new default course role called Facilitator. As with other default course roles, the specific permissions can be edited.
As we have previously announced, Blackboard Learn 9.1’s Q4 2019 release uses a new version of Java, Java 11 JDK. Java are the libraries on which the Learn application runs and also the libraries that power Building Blocks, the add-on tools and features you may use in your environment.
