On the New Announcement page, select the Schedule announcement check box. When you schedule an announcement, a Show on date and time is required. You can't clear that check box. Optionally, select the Hide on check box and select the date and time.
Click on the Announcements button in the course menu. Find the announcement that you wish to delete, and click on the drop down arrows to the right of the announcement title. Choose Delete and then press OK in the pop up window to confirm deletion.Apr 10, 2012
Under Settings, select how your notifications are delivered by selecting the check box at the top of a column or by selecting check boxes for individual tools or features. Remove the check mark for any notification that you do not wish to receive.

The Announcements tool in Blackboard allows people with the Instructor role to post messages to everyone in the course. The message is displayed in the Announcements tool, and a copy of the message is sent via email to all course members.
