Students can't create or grade course items. Students see private courses in their course lists, but they can't access them. Users with the Teaching Assistant role have access to most of the course. If the course is unavailable to students, teaching assistants may still access the course.
Teaching Assistant The Teaching Assistant role is that of a co-teacher. Teaching Assistants are able to administer all areas of a course. Their only limitations are those imposed by the Instructor or System Administrator. A Teaching Assistant cannot delete an Instructor from a Course.

Blackboard is a course management system that allows you to provide content to students in a central location, communicate with students quickly, and provide grades in an electronic format to students.
To delete permissions for a user or group, go to the Manage Permissions page, select the check box next to User/User List and select Delete. All of the selected users and lists will have their permissions removed. After permissions are removed, the users can no longer access the item.
If the user is granted read permission, the link will work .
When you edit or add permissions to a parent folder, you have the Overwrite option, which forces all files and sub-folders to inherit these permissions. For example, if the read and write permissions are added to the folder and you select Overwrite, all permissions to items within that folder are reset to read and write.
As a moderator, you are automatically given all permissions. The session creator establishes the participants' global permissions when the session is initially configured. The global permissions appear at the top of the participants list.
Only individual permissions that you grant and revoke-representing exceptions to the permissions everyone else has-appear in the participants list.
You can grant and revoke permissions for all participants at once or individually.

Graduate students may repeat a course only when failed and only once; only the second grade is then considered in the grade point average calculation. Both grades remain on the student's record. Undergraduate students who repeat a course only receive credit once for the course.

If your instructor set up the assignment to allow multiple attempts, you can simply go back to your Blackboard course and submit the new assignment. If your instructor does not allow multiple attempts, you will need to contact your instructor and ask that they reset your assignment submission attempt, so that you can resubmit the correct assignment.
