You don't have to grade previous attempts to allow a student to submit again. When an assignment is in an anonymous state, you can still grant a student an additional attempt. You can view student names, but not their submissions or how many attempts are left. Your request is ignored if attempts remain.

Answer. The majority of Blackboard assignments only allow one attempt for submissions.
Locate the column that contains the student's assigment submission. Hover your cursor over the cell that contains the student's submission, and click the chevron that appears in the student's cell. Click on the option labeled View Grade Details.
You will now see the student's grade detail and a listing of the attempts the student made.
