This can be when a file uploaded contains an unusual character in its file name, for example workshop_presentation+january_2016.pdf In this example the + symbol would prevent the file from being opened by users on your Blackboard site.
Unsupported file type: This is the most common reason you cannot open PDF. Occasionally some files may erroneously have the default application set to Adobe Reader. This problem is usually an inadvertent human error. Outdated Acrobat or Adobe Reader: An outdated Adobe Reader or Acrobat program will throw this error.
PDFs can be uploaded to Blackboard sites and displayed for students in a variety of ways. Most common of these is to add them as items within folders. This is done using the Build Content drop down menu, firstly by creating a folder (Fig 1), then by adding PDFs as attachments within Items (Fig 2).
