Make sure that you are logged in to Blackboard and be sure the Edit mode is On. Then under Course Management, click Files. Click the course link for the course to which you want to upload the HTML file. Click on the Upload button and select Upload Package.
Click on Add New (upper right) and select Media Upload. Click the Choose a File to Upload button and select the video file from your computer. Click Open. Your video will begin uploading.Sep 18, 2017

Students have access to all of the Kaltura media creation and hosting tools and can therefore upload media, capture webcam videos, create screen recordings, and so on. Faculty can create projects and assignments that give students the opportunity to create and submit media.
To embed videos:In any text editor in Blackboard Ultra, select Add Content (plus icon) > Media.In the Insert Media from Web window: Paste the web address for the video into the Media URL field. (Ensure your share settings are correctly set on the video you are sharing.)
