There is a 10 percent probability that they are similar by chance and not because the submitted paper includes content from the existing source—whether appropriately attributed or not. The overall SafeAssign score indicates the probability that the submitted paper contains matches to existing sources.
However, 100% matching for a particular passage of text would mean that you matched a source 100%. (If you did things correctly, it's a quote. If someone used the source inappropriately and got 100% matching, it is probably copied and pasted, which is a problem.)
However, the commonly acceptable SafeAssign score should be the one that comes below 15 %. This is because low scores show that your submitted work has a few cases of matching text. Find the report In the course area, select the assignment link to access the Review Submission History page. A SafeAssign section appears in the grading sidebar. While the report is processing, a Report in progress... message appears. When the report is ready to view, a percentage appears in the grading sidebar.

SafeAssign: 6.95% of all text was found to match text existing in the program's databases, which included an average of 4.2% of the text that was found to be false positives. Thus, on average, SafeAssign identified 2.75% of student text as instances of actual plagiarism.
SafeAssign is not infallible. The system can return both false positives, items that are not plagiarized that SafeAssign flags as a match, and false negatives, items that may actually match other text, but SafeAssign does not identify as a match.Apr 12, 2018
