Log into Blackboard Learn and enter the course. In the Course Management menu under Customization, click Properties. Under Set Availability, check the radio button next to "Yes" for Make Course Available. Click the Submit button.
After logging into the Blackboard Communications HQ website, select Settings > App Config. Select the organization Name to add the resources. Select the Resources tab. Select the Add a Website Link icon.

The instructor has not yet published the course for student view (most common reason). The student has not yet successfully registered and paid for the course. There may be an issue with the student's enrollment. The student may have a hold on his/her record.
There are two reasons a student might encounter this message: The student is not registered for any courses in Banner. The instructor may not be using Blackboard or hasn't made the course available to students yet.Mar 4, 2017

Access your Blackboard organization and under Users and Groups in the Control Panel click “Users”. Mouse over the username and click the Downward-facing Chevron to access the menu for a specific user. Select “Change User's Role in Organization.”

Click the contextual arrow next to the Username of the student whom you want to make 2. unavailable in the course. Select Change User's Availability in the Course.
