Operation Blackboard is a centrally funded program that was launched in 1987 soon after the 1986 Rajiv Gandhi National Education Policy was released to provide all primary schools in the nation with the minimum required necessary services.
The government provided funds to improve schools by giving classrooms, laboratory apparatus, a blackboard, maps, a small library, etc. In 1994, the District Primary Education Programme (DPEP) began after seeing the success of the Operation blackboard.Oct 18, 2018

The objective of the scheme is providing students studying in primary settings with the necessary institutional equipment and instructional material to facilitate their education.
As per the scheme, State Governments provided the funds replacement and contingency funds, the state governments would mobilize resources building toilets, room for headmaster, office, school buildings. The Central Government would provide funds for teachers' salaries and equipment.
