To enable late submissions, use the Allow submissions after the due date? option and select yes. The default setting is no. When enabled, students will be able to submit papers after the due date and time has passed as long as that student has not already submitted a paper to the assignment.
If a student submits an attempt after the due date, the attempt is marked late. Attempts submitted before the deadline are shown as on time. You can only override the final grade, not the grades for each attempt. More on grading an assignment with multiple attempts.
You can add a time limit to a test in the Ultra Course View. A time limit can keep students on track and focused on the test because each person has a limited amount of time to submit. The test attempts are saved and submitted automatically when time is up. You can also allow students to work past the time limit.

If the student exceeds the time (for a non auto-submitted test), an exclamation point is listed in the grade center and the instructor has the option of adjusting the grade based on the time. It is recommended to set the Timed Test option without using the Force Completion option for Blackboard exams.
When creating a timed test, you have the option for Blackboard to Auto-Submit the test after the time limit is reached.
