There's no way your professor will be able to know if you have your notes open. Therefore, your exam is effectively an open note/book/internet exam. It would be different if it was an online proctored exam where they watch you through a webcam, but since your professor is too lazy for that, it's her loss.
Typically on blackboard you can take exams, and there’s never any indication that you need to use a camera or that it is on. The only time I was ever recorded was when I was on a zoom call, and had blackboard open at the same time. But that was when I used two devices. My computer for blackboard, and my phone for zoom.
