Click the Edit button in the upper right of the screen to enter into that assignment's settings. Scroll down on the Assignment Settings page until you reach the Assign menu. This menu allows you to adjust availability settings and the due date(s) for the assignment in question.
Click on the Assignments tab. Locate the assignment in the To Do List, Calendar, or Recent Activity tab and then click on Edit. Select the new due date and time and click on Save.

For an assignment there isn't a way to open it for a specific student. If it was a quiz there is a way to unlock the quiz for a specific student via the Moderate Quiz settings, but Assignments and Discussions don't have that setting.
