Observers
To add an Observer: Follow the steps in Add users to a course....Adding an account in the Observer roleChoose Observer from the Role drop-down menu.Click Next.Click Add Users. Users added in this role will appear in the People list as Observing: nobody.
Enable Guest access in your course.In the lower left Control Panel area, click Customization, select Guest and Observer Access.For 'Allow Guests' click the circle next to Yes.Click Submit.
On the Enrollments page, select Enroll Users. On the Add Enrollments page, if you know the users' exact usernames, type them in the Username box separated by commas. If you don't know the usernames, select Browse to search for users. Select the check box for each user to enroll, then select Submit.
Users enrolled as 'Guest' in a Blackboard course have very limited access to the course. They may be given limited 'view-only' permission to see specific content (e.g. lecture notes, course documents), and will be able to view content shared with the course from MS Stream.Feb 28, 2019

Course Builder. The Course Builder role has access to most areas of the course. This role is appropriate for an assistant who shouldn't have access to student grades. If the course is unavailable to students, a course builder can still access the course. The course builder can't remove an instructor from a course.
To allow Observers to view the contents of a particular Content Area, you must first click on the chevron just to the right of name of that Content Area to reveal the drop-down menu.
To disable Observer Access to a particular Content Area, first click on the chevron to the right of the name of the item to real the drop-down options menu. Then select "Deny Observers." Once selected, this option will prevent Observers from viewing the content of this Content Area.
In order to provide access to a Blackboard course shell, we will need a written request from the owner of the course. Email would suffice. Send the request to a member of the TEI Team, and we will gladly provide access.
