Use Alt/Option + the up and down arrows to select an option. You can show, hide, or use rules to release content to students. You can release an item or folder on an exact date, until a certain date, or during a defined period of time.
If you're not copying content from a previous Blackboard course you can start by creating a content area which is a new page in your course with a corresponding left menu link. The content area is where you can add new Items, Folders, Learning Modules, etc. You can create as many content areas as you need.

To create an exception for a student or group of students: Click on the action arrow to select Edit Test Options. Scroll about halfway down the page to the Test Availability Exception area.
