Has the student successfully submitted files to Blackboard before? If so, this is a nice attempt to turn something in late. It is their responsibility to make sure the assignment has been successfully uploaded. If they are having technical trouble, they can always email it before the deadline, but "somehow it didn't upload" is a poor excuse.
