You can't change UTC time! It's an international standard, derived from what was formerly known as GMT or Greenwich Mean Time. On the other hand, you can change your server local time to UTC. In Oracle9i release 1 (9.0) and up -- yes. There is a datatype TIMESTAMP WITH TIMEZONE that does that. Before that -- no, the Oracle DATE datatype cannot store that, nor is it timezone aware.
The timestamp datatype allows you to store both date and time. However, it does not have any time zone data. It means that when you change the timezone of your database server, the timestamp value stored in the database will not change automatically.
