Each time you create a Blackboard Basic assignment, a class is created within Turnitin with an end date set to a fixed point in the future. This is automatically done so older students are not counted against your account's student limit.

Immediately (first report is final) - Similarity Reports for all submissions will be generated immediately. Students cannot resubmit papers. Submissions must be deleted by the instructor to enable resubmission.

Students may submit an assignment anywhere up to the due date and time. Turnitin may reject an assignment after the due date and time has elapsed. However, a submission may be permitted after the due date and time if your instructor has enabled Late Submissions.
And so this means, that instructors cannot submit a paper through University's plagiarism detection tool without the student's knowledge. You can ask your student to submit directly to the University's plagiarism detection tool but you cannot require them to do so.
If the assignment has been created to generate reports on the assignment due date, you will not be able to view your Similarity Report until that date has passed. Instructors may also restrict students from ever viewing their Similarity Report.Jan 2, 2020
Turnitin does not check to see if a piece of work is plagiarized or not. We check your student's work against our database, and if there are instances where a student's writing is similar, or matches against one of our sources, we will flag this for your review.
