If you see the Turnitin status as Queued this means that the upload is still in progress. If you see an ID number the upload was successful but the report is still in the process of being generated. As mentioned on the previous page your assignment has the submission status Draft (not submitted).
And so this means, that instructors cannot submit a paper through University's plagiarism detection tool without the student's knowledge. You can ask your student to submit directly to the University's plagiarism detection tool but you cannot require them to do so.
