Blackboard offers two ways to download the contents of a course for future use elsewhere—the Archive Tool and the Export Tool. Use the Export tool to create a package file containing all of the course content for the purpose reusing the course content at a later date or at another institution.

In the Content Collection, go to the folder that contains the files or folders you want to download. Select the files and folders to download. Select the Download Package button. You can also find the Download Package option in the item's menu.

To download a PDF from Blackboard, use the save icon on the PDF (not in the web browser). It does not record how many times any file attachments to the item have been downloaded and opened. It will not tell you that a student has read the content of the item nor any attachments.
