The control panel in Blackboard provides you with access to a suite of course management tools. You can access the control panel from inside any Blackboard course underneath the left hand customisable navigation panel and just underneath “course management” section.
A role is assigned to a user account that does not include access to the course Control Panel. However, the user is also assigned a role that does include access to the Control Panel. The user receives the privilege, even though it was excluded from one of the assigned roles.
The course menu appears on the left side of your window where you can create links to present tools and materials to students. There is also the Control Panel where you access the Grade Center and course tools that are not available to students. Allow guest and observer access On the Control Panel, expand the Customization section and select Guest and Observer Access. On the Guest and Observer Access page, select Yes for Allow Guests and Allow Observers.

Course Menu Action Bar – The icons located across the top of the Course Menu allow users to adjust the view of the menu.
1. The course menu is located on the upper left menu bar on the Course Home Page. The course menu allows navigation through the course by clicking on “Home Page,” “Information,” “Content,” “Discussions,” “Tools,” or “Help.”
The Ultra Course View is cleaner with a more modern design and easy-to-use workflows. It also has powerful new tools that are not available in the Original Course View, like Discussion Analytics. There are some features of the Original Course View that are not available in the Ultra Course View, however.
When checked, Guest access enables attendees that are not enrolled on your Blackboard course to attend the Collaborate Session. Decide if you want guests to join as participants, presenters or moderators. Complete the rest of the session details. Copy the Guest Link URL and send it to your attendees.
What can a Guest access? Users enrolled as 'Guest' in a Blackboard course have very limited access to the course. They may be given limited 'view-only' permission to see specific content (e.g. lecture notes, course documents), and will be able to view content shared with the course from MS Stream.Feb 28, 2019
Course Builder. The Course Builder role has access to most areas of the course. This role is appropriate for an assistant who shouldn't have access to student grades. If the course is unavailable to students, a course builder can still access the course. The course builder can't remove an instructor from a course.
