Cement boards are dense, making them suitable for insulating airborne and impact noises. Since cement boards are heavy, they make it hard for sound to move through them. For this reason, cement boards are excellent for soundproofing.
While soundproofing your room, you might want to include R-13 insulation in the walls and R-19 in the ceilings. You can use cut-to-size batts which match the standard joist and drywall measurements. Just using insulation in the walls and ceilings will not solve all your problems though.

Rockwool is easier to work with than fiberglass and is better for acoustic panels than fiberglass. It is also better at absorbing low-frequency range noise than comparable fiberglass. I recommend using Roxul in acoustic panels and traps, and use the fiberglass in wall and ceiling cavities where it is fully closed in.Oct 16, 2020
Spray foam is not an effective soundproofing material. While open-cell is better than closed-cell, neither absorbs well nor decouples the wall layers. Spray foam can adhere to and couple wall layers together to make it easier for noise to move through, increasing sound transfer and disruptive resonance.
